러시아 3대 도시인 노보시비르스크에 위치해 있으며, 모스크바와 상트페테르부르크에 비해 물가가 저렴하다.
러시아 글린카 노보시비르스크 국립음악원은 미국 줄리어드음대, 영국 왕립음악원등과 더불어 세계７대 음악원으로 세계적인 바이올리니스트 바딤 레핀, 막심 벤게로프 등을 배출한 러시아의 명문음악학교이다.

러시아 최대 규모의 노보시비르스크 국립 오페라하우스와 국립 필하모닉홀이 학교에서 아주 가까운 곳에 위치해 있어서 음악을 공부하는데 좋은 환경을 지니고 있다.

예비학부 프로그램이 잘 마련되어 있어 러시아어를 공부하면서 현지 교수님께 음악 레슨을 받을 수 있다.
